Abstract

The report revises the National Preschool Policy around three areas: the state of preschool education in Cameroon, the policy's strategic priorities and its operational implementation framework. Based on a broad consultative process (pedagogical supervision actors, civil society, partner ministries, local authorities and grassroots communities), it aims to generalise quality preschooling and reduce disparities between urban and rural areas.

Abstract

The study produces an operational handbook for implementing community-based preschooling. Building on a situational analysis of Community Preschool Centres (CPCs) using mixed methods (observation, interviews, focus groups, questionnaire), it develops a strategic plan, parental-education modules and a specification of stakeholder roles, and identifies bottlenecks together with corrective measures.
